Antique, hand powered, post drill press made by Buffalo Forge Co. of Buffalo, NY Seems to operate as it should. Includes a couple jigs that can be swapped out on an adjacent board that I'd guess would be mounted on the same post. The drill is mounted on a 6' long, clear fir, 2x6. Has "101" on the main fly wheel.
