The British Seagull outboard motor was made from the late 1930's to the mid 1990's. I'd guess this one is on the early side of that. I can't vouch for how well this would run or not, but the gal whose basement we cleaned out said it ran and powered a small soft side boat before it was hung up. By the layers of dust, I'd guess that was at least twenty years ago. This one is a little bigger. Sold as a wall hanger or restoration project, and as is, not returnable.
