Nowadays, this is a collector's item or a paperweight, but roughly 80 or so years ago, it was the protective cap to an artillery shell's fuse. Given that other parts of a Howitzer shell were donated to the same job this is on, it's probably safe to surmise that it's the fuze cap to a Howitzer shell.
