This bike rack can hold 5 bikes in a low risk (for theft) area or maybe 3 in a high risk area--gotta lock the frames for true security. Heavily galvanized steel can survive any weather condition except maybe a tornado. Please note the frame is a bit twisted and doesn't lie flat on the ground, but can probably be bent/adjusted to do so.
